Mr. Ngoc  was educated at the Hanoi University of Technology where he received his Bachelor of Chemistry. He was a former researcher of Research Center for Polymer Material of the Hanoi University of Technology. His law and agency practice encompasses such matters on patent and relating IP rights as preparation and prosecution of patent applications in inorganic chemistry, organic chemistry and pharmaceutical chemistry, providing advice on strategies for the maintenance and protection of intellectual property.
