        Bui Van Dan is one of the founding members of WINCO. He graduated from University of Security and then from the training course in professional investigation at the Federal Republic of Russia. He was the former head of criminal investigation division of the Railway Police Department and the Criminal Police Department – Ministry of Public Security. He also worked as a high-ranking specialist in investigating economic crimes and has had many experiences in dealing with violations in IP field.
He himself has directed the handling of many infringement cases in respect of IP and counterfeit goods relating to tobacco, medicine, wine, fertilizer, cement, etc.
He also takes part in training, and teaching professionals at many domestic universities.

        He is one of the active members of VIPA (Vietnam Industrial Property Association), ASEAN IPA (the ASEAN Intellectual Property Association), INTA (International Trademark Association), ECTA (European Communities Trade Mark Association) and AIPPI (International Association for the Protection of Intellectual Property).
